Prisoner Reentry Policy Academy
By virtue of Executive Order 22 and Executive Order 97 issued by Governor Tim Kaine, the Virginia Prisoner Reentry Academy was established to promote reentry strategies for offenders. As directed by the Governor, the office of the Secretary of Public Safety will lead this initiative.
On October 29, 2009, the Prisoner Reentry Policy Academy had a meeting that covered various topics including:
- State resources and budget
- Prison and jail population trends
- Second Chance act and other Federal Grant opportunities
- Transitioning to the new Administration
- Drive-To-Work
Following are documents from this meeting as well as the latest Executive Order 97 "Continuing the Virginia Prisoner Reentry Police Academy":
History of the Academy:
In July of 2003, Virginia joined with six other states and the NGA Center for Best Practices to form a reentry policy academy to effectively prepare inmates for a successful transition into their communities. Virginia is currently participating in the 2nd phase of the Academy which continues the mission of the Academy and further refines partnerships between the varying agencies and levels of government, including citizens, and to institutionalize those improvements in communications and coordination of services that are already underway.
On June 16th, 2006, Governor Kaine signed Executive Order 22 effectively establishing the Virginia Prisoner Reentry Policy Academy. The Executive Order signifies Governor Kaine's support for this initiative in protecting the public's safety and the offenders' successful reintegration into the community. It consists of multiple state agencies, as well as local agencies (social services, health, CSBs, WIBs, sheriff, etc.), non-profit organizations, Faith Based Groups and General Assembly Members.

The Reentry Academy consists of the following four subcommittees:
- Financial Obligations, Housing, and Financial and Community Resources
- Employment and Education
- Social Reintegration
- Health, Mental Health, and Substance Abuse
Each subcommittee is to develop a list of roadblocks to successful reintegration, and proposed actions to address these roadblocks.
